I intended to write this in the review of volume 01, but here goes. The tricky part with picking out a target audience is that, typically, it never quite maps onto everyone. Wotakoi in particular is one that I'd instantly recommend to any gender. I would however say that it is best read as an adult. Most manga will focus heavily on high school life as that's what their target audience is. Those manga are great points of relatability or wish fulfillment as a high schooler. Wotakoi does this for adults.
Though I'd never advise a high schooler NOT to get it, it probably adds if you're familiar with the office setting and the difficulties of socializing in that environment (as a 'geek', in particular).
